Helping boost capacity

Strengthening capacity, a core activity in the area of protection, seeks to help states meet their international legal obligations to protect refugees worldwide. This is an important part of the work that UNHCR is doing in the Baltic and Nordic countries.

Promotion of refugee law is a key objective. We promote refugee law by sharing UNHCR’s position papers, providing legal opinions, submitting judicial interventions and by organizing seminars on specific countries of origin of asylum seekers.

UNHCR in Stockholm organizes and participates in capacity-building activities and training of all those who are involved in the asylum process: case workers, judges and lawyers. Thematic trainings are developed for decision makers and lawyers on the definition of who is a refugee and refugee situations in the world. We provide lectures in basic refugee law courses in law schools, police academies, and border guard schools.

Another form of capacity-building is targeted quality assurance programmes that are developed together with the relevant authorities.
